This is a problem we have been working this last year and I have been dealing with it for 15 years at my previous 
employer. Once users have admin access they are loathe to relinquish said privileges. However, the recent EDU 
compromises have given us (security team of 2) leverage for quite a bit of change. It is now, more discussable when 
before it was taboo.
